Every day for almost a year, police say Jean Robert Monclaire would wait until everyone fell asleep in a Delray Beach home to go into the bedroom of a minor and have sex with her.
When the girl asked the man who was more than twice her age why he would have sex with her, he told her he wanted “to get to her before anyone else did.”
Monclaire, 40, faces charges regarding sex with a child, including cruelty toward a child by impregnating someone under the age of 16 and battery. He is being held without bond in the Palm Beach County Jail.
Because of the type of charges, information about the girl’s age or specific relationship to Monclaire were not released.
The girl told authorities she moved to the United States from Haiti on July 4, 2009. Soon after, the girl said Monclaire would enter her room and sexually assault her every night until June 2010. She said it stopped because in the summer of 2010 she went to Haiti.
At the end of the summer, the girl found out she was four months pregnant. It is unclear from the police report when she gave birth.
The girl spoke with authorities about what happened in 2011 after The United States Citizenship and Immigration Service was tipped off about the abuse.
In 2012, U.S. Customs and Immigration told authorities that Monclaire, who had left the country, was returning. A paternity test later proved Monclaire to be the biological father of the child.
It is unclear if Monclaire stayed in the United States after the paternity test or why it took two years for him to be arrested.
